He has served as a litigation consultant in more than thirty cases. He has been retained by defense counsel in approximately sixty percent of his cases and approximately forty percent by plaintiff counsel. He has served as an expert in both individual and major class action cases, involving charges of discrimination on the basis of race, sex, national origin, age and disability. Litigation issues have included hiring, promotions, layoffs, wrongful termination, compensation discrimination, alleged violation of the Fair Labor Standards Act (FLSA) and improper application of personnel policies. He has testified in both state and federal courts as well as in arbitrations and labor-management and civil service hearings.
He is a licensed Industrial/Organizational Psychologist (California) and consultant with more than twenty years of experience in the human resources field, working with both private and public sector employers. He specializes in developing and implementing human resources assessment procedures for use in recruitment, hiring, promotion and development of employees and evaluating the effectiveness of human resource programs. He is a recognized expert and author in job analysis, employment test development and validation, statistics, and equal employment opportunity issues.
Prior to establishing his consulting practice, he worked for the County of Los Angeles Personnel Department, and served for eight years as supervisor of personnel research for the City of Los Angeles. His consulting activities have included a wide spectrum of organizations in both the private and public sectors. Private sector clients have included a wide variety of companies in the aerospace, banking, manufacturing, insurance, medical services, retail and food service sectors. Public sector clients have included municipal, state and federal agencies as well as school districts and utility companies. His litigation clients include private law firms, corporate counsel, government counsel, public interest law firms and government compliance agencies.
He holds B.A. and M.A. degrees in psychology and earned his Ph.D. in psychological measurement and evaluation from the University of Southern California. He is a California licensed Psychologist and has published numerous professional articles. He often speaks before professional groups, and is actively involved in several professional associations.
