PROFESSIONAL EXPERIENCE

TELECOM REGULATORY SPECIALIST
Private practice consultant since January 2001 providing expert witness and litigation support services to telecommunications clients in the United States. Emphasis on telecom policy, rules, regulations, for example:

- Retained by a Bell Operating Company for 14 months to consult on FCC marketing opening policies related to Federal Telecom Act 271. Served as Test Manager over the Change Management segment of a Third Party test involving hundreds of consultants and employees. Authored testimony on behalf of senior executives for presentation to regulatory agencies in multiple states and before the FCC.

- Retained by a Competitive Local Exchange Carrier (CLEC) for six months to consult on resale policy issues and to offer testimony as an expert.

- Retained by an incumbent local exchange carrier (ILEC) for two years to consult on local service policy issues and to offer testimony as an expert.

- Retained by a consumer advocate to consult on tariff interpretation matters and billing disputes.


SR. TELECOMMUNICATIONS ANALYST
PUBLIC UTILITY COMMISSION OF TEXAS

- Authored expert witness testimony on 29 occasions for presentation to Administrative Law Judges who preside over telecommunications proceedings;

- Developed and proposed rules and policies for adoption by the Commission including, in part, rules and policies pertaining to the opening of local exchange markets and long distance markets to competition;

- Presided over arbitration hearings, evaluated evidence and co-authored arbitration decisions as a federal Telecommunications Act arbitrator of 252 interconnection disputes;

- Co-authored the Texas Commissions recommendation to the Federal Communications Commission on the opening of local exchange markets to competition pursuant to 271 of the federal Telecommunications Act.
