EW #13739 practices law in Vermont and California. He also serves as a consultant and an expert witness in the areas of professional responsibility, legal malpractice, and governmental ethics. Formerly a trial lawyer, law school dean, and Executive Director of the Los Angeles City Ethics Commission, he has devoted most of his nearly thirty years of law practice to civil litigation, professional responsibility, legal and governmental ethics.
His ethics practice includes writing confidential opinion letters, advising law firms, assisting lawyers with legal pleadings, and serving as an expert witness. In the field of governmental ethics, EW #13739 served as the founding Executive Director of the Los Angeles City Ethics Commission where he worked with the City Attorney, the District Attorney, and the United States Justice Department to investigate and prosecute violations of governmental ethics laws. As Vice-President of Common Cause, EW #13739monitored political ethics at the federal and state level. He also closely followed the passage and implementation of the Sarbanes-Oxley legislation. He went to Albania for the United States State Department to speak on ethics codes. He has appeared on CNN, CNN International, Crossfire, Lou Dobbs Money Line, Court TV and other national and local television and radio programs. He is also a frequent contributor to newspaper opinion sections. EW #13739is a graduate of the University of California, Davis School of Law. He is the co-author of a best selling legal book, Ladies and Gentlemen of the Jury. Most recently he authored a chapter in How ADR Works (BNA, 2002, Editor Norman Brand). The chapter focuses on the ethical obligations of attorneys to inform clients of their ADR options. He was recently a featured speaker on, Ethical Issues Facing the Municipal Attorney and Practicing Outside of Your Profession, for Vermont CEB courses. He also authored a feature article for the Vermont Bar Association Magazine on legal ethics. EW #13739authored Lawyers and Politics: Recipe for Disaster or Road to Success? for an annual meeting of the Association of Professional Responsibility Lawyers. He was a member of the American Bar Association Ethics 2000 Advisory Council and the Association of Professional Responsibility Lawyers.
EW #13739has taught Professional Responsibility at numerous ABA law schools. He has been the Dean of two state accredited law schools in California. He also was an Adjunct Professor at U.C. Santa Barbara and Occidental College.
