Consultant - Providing consulting services regarding Military personnel records in conjunction with pending lawsuits. Secure Military Personnel Service Health, Dental, Training records for review and consultation with clients regarding members performance, disciplinary history, career status, physical condition, education and training and satisfactory completion of military service. Secure and review Veterans records, provide information regarding Veterans benefits requested, disability compensation & treatment authorized as well as disability rating percentages assigned.

City Administrator - Accomplished manager and community leader of a full service municipal government, in a changing rural - suburban area, population 13,000; involving growth management, intergovernmental and regional interaction while directing the daily management of City affairs. Responsible for administrative, organizational and operational decisions, including; supervision of employees and consultants; personnel & financial management, policy development; pay, benefits and compensation, capital improvements and economic development. Principal advisor to Mayor, City Council, support staff, parks and recreation board, planning and zoning commission, Chamber of Commerce, Industrial Development Authority, cable commission.

*Coordinated major projects; M58 highway improvement project- budgeted at over 11 million dollars. Project completed on schedule and under Budget; water and sewer improvement project - budgeted at over 13 million dollars. Project completed on schedule under Budget; storm water & parks and recreation improvement project completed on schedule, under budget at 5 million dollars. Completed; procurement and management of government access television station, CH 7, serving over 5 thousand Raymore residents. Spearheaded financing of all major projects, including funding for $3.2 million dollar City Municipal facility and $4.2 million 21 acre Municipal complex. City Facility now complete, complex under construction.


1992 - 1994

Delta Marine Inc. Ship repair facility performing private and government repair contracts,
tug, tow, barge and dry dock services. As human Resource Manager of a major ship repair facility, was charged with many diverse responsibilities including:
*Personnel Management; Advertising, testing, hiring, training and termination of more than 250 highly skilled technicians, laborers and administrative personnel. Implemented a transition plan for this workforce at the time of closure of the company. Administered Tug Contract GTMO.

1988 - 1992

Fleet Training Group, Guantanamo Bay, Cuba. Administrative Officer, Department Head to Commanding Officer of overseas training command, responsible for training of hundreds of officer and enlisted personnel, serving on-board ships of the U.S. Atlantic fleet, in preparation for deployment and combat. Responsible for all Administrative, Training functions and department budget.

1986 - 1988

Naval Aviation Schools Command, Pensacola, Florida. Administrative Officer, Department Head to Commanding Officer of Training Command for Naval Aviators, Survival Swimmers, Aviation Officer Candidates and various enlisted school programs. Responsible for all administrative functions including the department budget

Executive Officer responsible to Commanding Officer for management of staff of professional in the field of Personnel Administration, Pay and Benefits and Transportation for military and civil service personnel throughout 3 states. Administrative Officer – Department Head responsible to Executive Officer and Commanding Officer for all administrative functions including, Pay & Compensations, Education and Training, Personnel Administration, Equal Opportunity Programs, Human Resource Management, Total Quality Management.

1979 - 1981

Personnel Support Activity Detachment, Guantanamo Bay, Cuba. Officer-In-Charge of Detachment, management of 75 Officer and Enlisted Personnel in all administrative functions including Personnel, Pay, and transportation. Directed, managed functions for Officer, Enlisted, Civil Service Personnel, served on Probation board for civilian employees, Parole Board Committee Member for Correctional Custody Center. Served on General Courts Martial, Administrative Hearing Boards, Conducted Captains Mast. Responsible for detachment budget.

Duties included Personnel Management, Administration, Budget and Finance, Education & Training, Enlisted Classification, Recruiting, Vocational Interest Placement Counseling, Career & Benefits Counseling, Supervision of office personnel including Military and Civilian personnel.
