REPRESENTATIVE PROFESSIONAL ASSIGNMENTS

Soil and Groundwater Contamination

Provided direct oversight and management of Remedial Investigation/Feasibility Study (RI/FS) investigations at Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA)/Superfund sites in California, Arizona, and Texas, including Lockheed Corporation/ San Fernando Valley NPL Site, Burbank Operable Unit, Burbank, California; Montrose Chemical Corporation, Torrance, California; General Dynamics/U.S. Air Force Plant No. 4, Fort Worth, Texas; Hughes Aircraft/ U.S. Air Force Plant No. 44, Tucson, Arizona; and Beckman Instruments Site, Porterville, California. Negotiated approval of RI/FS work plans on behalf of PRPs with USEPA and state regulatory agencies; evaluated, analyzed, and presented results of investigations; and prepared evaluations of remedial action options.

Groundwater Supply and Development

Conducted geologic mapping and reconnaissance for a hydrologic study in central Colorado for industrial water supply.

Evaluated complex surface water groundwater interactions in north central Nevada for a major mining company to evaluate the effects of mine dewatering and water disposal on water levels and water quality on wetlands and ranch land.

Participated in and directed regional evaluations of hydrogeologic conditions for groundwater supply for large scale proposed mining operations, designed and tested large diameter production wells for water supply, evaluated impacts on water rights of proposed groundwater development in groundwater management areas, and provided analysis and opinions to regulatory agencies and public agencies responsible for various aspects of water supply and management. Evaluations have included the review and analysis of groundwater modeling conducted by agencies and consultants, as well as the compilation, calibration, and application of digital groundwater models to aquifer studies and wellfield design and analysis of long-term impacts.

Remedial Design and Implementation

Designed large scale reclamation wellfields to recover groundwater contaminated with volatile organic hydrocarbons and metals for Superfund sites in Arizona and California, designed injection wellfields to dispose treated water, and designed a DNAPL recovery system for a Superfund site in California. Remedial designs have included the application of various groundwater models to large-scale, regional, multiple aquifer systems including the fate and transport of multiple plumes from multiple responsible parties, negotiating remedial designs for large-scale groundwater extraction and injection systems with State and Federal agencies and other responsible parties, and advising clients on implementation.

Litigation Support

Provided technical support, evaluation of fate and transport, source, and trigger issues in insurance litigation on behalf of major industrial clients and national law firms across the United States in both Federal District and State Courts. Testified at deposition, jury and bench trials on a complete range of hydrogeologic issues related to the recovery of insurance monies for remedial assessment and clean ups at chemical manufacturing, aerospace, and metal processing facilities throughout the United States. Also provided litigation support and expert witness testimony in tort suits and insurance cost recovery actions arising from the application of pesticides to large agricultural areas, and the impact of pesticide residues on regional groundwater and sole source aquifer water supplies. Also testified at trial and in mediation regarding allocation of damage to groundwater among multiple responsible parties. Expert witness retentions have included the analysis and evaluation of digital groundwater models compiled and applied by other experts, the compilation, calibration, and application of digital groundwater models on behalf of clients to evaluate the fate and transport of contaminants in groundwater, assist in evaluating sources and timing issues for both torts and cost recovery from insurance companies, and to evaluate issues concerning timing, exposure, and dose associated with personal injury claims.
