President, Operating Company Inc., , Inc.

In 1981, sold interest in Engineering Company, Inc. to form & Associates, Inc., a consulting petroleum engineering firm specializing in planning and supervising well drilling, completing and operating wells, and developing and reviewing geological prospects. JES also specializes in Railroad Commission hearings and special problems. Extensive experience as an expert witness for both plaintiffs and defendants with in excess of 200 hours of actual courtroom testimony on matters covering a broad spectrum of the oil and gas industry.

1978 - 1981
President, Engineering Company, Inc., , Inc.,

S-H-K Operating Company, Inc., and Streetman Salt Water Disposal, Inc., Tyler, Texas.
During this time,planned and supervised the drilling and completion of about 100 wells with depths of 5,000 to 16,000 feet in the East Texas area. Also planned and developed Streetman Salt Water Disposal, and set up and operated numerous properties in the East Texas area.

1976 - 1978
Vice President, Petro-Management, Inc., Tyler, Texas.

Directly responsible for well planning, logistics, and well-site supervision of drilling over 20 high-pressure sour gas wells to 15,000' in the East Texas area. Operation on daywork basis, and planning and supervision including rig selection, bit program, hydraulics, mud system, H2S safety training, casing program, log evaluation, completion recommendations and supervision.

1974 - 1976
Field Operations Director, Railroad Commission, Austin, Texas.

Responsibilities included review of drilling wells and completion of the State of Texas. State representative on numerous blowout and well fires. Responsible for reviewing operators' programs with "Authority to Proceed" responsibility. Two years of extensive investigation of H2S "Sour Gas". Developed the Texas Rule "36" for sour gas production, drilling and completion. In charge of a number of special projects during this period, i.e. "East Texas Field Study," on-line computer system for the State of Texas, Statewide Radio Network, and others.

1967 - 1974
District Director, Railroad Commission, Kilgore, Texas.

Responsible for review of drilling and completion of all wells in the district for the Railroad Commission. Re-entry and re-plugging of over 300 wells, planning, logistics and well-site supervision. Two wells in 40' of water in lake. Reorganized district that became model for Railroad Commission Statewide Operations.

1962 - 1967
District Director, Railroad Commission, Abilene, Texas.

Responsible for the re-entry and clean out of over 200 wells that were leaking saltwater and oil to the surface. Also responsible for reorganization of the office. Extensive effectiveness in the area of Creek Pollution Abandonment Program, a pioneer Railroad Commission effort and forerunner of the Statewide Railroad Commission "No Pit" order. Extensive experience in fluid injection problems and well plugging.

1960 - 1961
Assistant District Director, Railroad Commission, Corpus Christi, Texas.

Supervised and trained all field personnel with extensive offshore and onshore well testing.
Project Engineer, Railroad Commission, Kilgore, Texas.
Slant well investigation. Responsible for well planning, field logistics and well-site supervision of the re-entry and clean-out of over 200 wells that had been intentionally junked to avoid investigation.

1958 - 1960
Field Engineer, Railroad Commission, Abilene, Texas.

Drilling and completion Review; conducted well tests, lease inspections, and other regulatory investigations.
