Experience
He has conducted numerous accident investigations, provided written opinions, depositions and court testimony. In addition to more than thirty five years experience in construction, heavy equipment operation, transportation safety and working with government agencies in the public sector, he has operated a successful safety consulting business from 1993 to the present. As a result of those years experience and certifications, he is highly qualified in accident investigation, including expert witness testimony. He has conducted accident investigations involving heavy equipment, cranes, snow plows, forklifts, vehicles and work zone traffic control. In addition, He has worked on research projects for the Ohio Department of Public Safety in hazard identification on public roadways. He has developed pilot curriculum for workplace safety for public employees, which was funded by the Ohio Department of Transportation and the Federal Highway Administration and managed by The Ohio State University. He has conducted workplace audits and training for county engineers, cities, townships, construction, manufacturing companies and universities. In addition to employee training, he has written job-specific requirements for employee safe job performance.

Project Experience
Arizona Counties Insurance Pool Roadway Safety Program
Evaluating county roads throughout the state of Arizona for compliance with the Manual of Uniform Traffic Control Devices (MUTCD) and other safety issues. In this program are roadway hazard identification, sign placement and condition, pavement markings, construction and maintenance work zone planning and appurtenant items. Addition al duties include: Investigation of serious accidents on county highways, training of sign technicians and highway workers in applicable standards of the MUTCD including inspection and maintenance of the highway system. Other training provided for government agencies throughout the United States includes work zone traffic control plans and inspection, dump truck and equipment operation and maintenance for local government agencies. Examples are Winter Operations (preparation for snow and ice control, inspection of routes, proper equipment selection and inspection, calibration of equipment, training of operators and supervisors in plowing procedures, and material placement on roadways); development and implementation of written policy guidelines; Work Zone Safety, inventory of signs, employee training in selection and placements of signs and channelization devices and proper flagging procedures.

National Highway Institute (NHI)
Instructor for NHI certified work zone training programs throughout the United States sponsored by the Federal Highway Administration, (continuing basis through 2005).

National Institute For Occupational Safety and Health (NIOSH) Contract No. 200-2002-00569
Safety coordinator on research projects for the reduction of work zone fatalities on construction projects. The research was conducted on construction projects involving both day and night paving operations. The research included observation, documentation, reports, development of internal traffic control plans (ITCP) with written recommendations for reduction of injuries and fatalities. The research was conducted on Arizona Department of transportation and New Mexico Department of transportation interstate projects in 2002 and continuing into 2003.

The Ohio State University, Ohio LTAP Instructor for OSHA Compliance in work place safety including extensive training in Work Zone Safety, including developing traffic control plans (TCP), inventory and inspections.
Responsible for program outreach, development and demonstration of proper workzone safety practices for all rural, urban and highway maintenance in accordance with Federal Highway Administration and Ohio Department of Transportation program standards, Manual on Uniform Traffic Control Devices (MUTCD), state and federal OSHA regulations.




Ohio Department of Public Safety (ODPS) Research and Training Program
Included observation, investigation and study of high-accident areas, root cause analysis with recommendations for corrective actions. The project included training of government agency employees in safe work practices and principals of the MUTCD.


Kent State University, Tuscarawas Campus
Conducted safety audits in manufacturing facilities based on federal grant requirements, developed written procedures and training programs in compliance with ANSI, NIOSH and OSHA standards. Provided training based on facility audits and written recommendations. Programs include: Development and management of health and safety programs, construction safety, hazmat refresher training, confined space training, forklift training and root cause analysis of accidents.


Plain Township, Stark County, Ohio
Highway superintendent , duties included: administered budget and managed maintenance program for public highway system. Responsible for writing/approval of specifications for equipment purchases including loaders, backhoes, street sweepers and dump trucks which included all plowing and deicing equipment. Managed all work activities including infrastructure improvements and maintenance as well as winter operations, employee job training, equipment operating, proper snow plowing and deicing of roadways. Designed and implemented safety program and training. Developed technical specifications for all materials and equipment.


Walter Jones Construction, Wooster, Ohio
Superintendent and Safety Officer duties and responsibilities included: Project research, estimating, material pricing and sub contractor prices. Supervision of construction projects required project safety, progress meetings, scheduling of labor, material and coordination of subcontractors.


Beaver Excavating Company, Canton, Ohio
Supervised earth moving operations for highway construction and site preparation and sewer projects. Responsible for job site safety and employee training.


Albrecht Excavating Company, Canton, Ohio
Supervisor whose duties included project safety, supervision and engineering layout of construction work. Duties also included project bids, research and material estimates.


C. E. McKinney Engineering, Cleveland, Ohio
Surveying and construction layout which included responsibility for reading and interpreting construction plans and specifications. The job responsibilities also required proficiency in the operation of surveying equipment (transit, levels) for the purpose of detailed positioning and elevation of utilities, structures and appurtenant items.
