After receiving a Masters Degree in Industrial Engineering and Administration (MEA) from the College of Engineering from the University of Utah, I have spent the last 34 years in the fire/life safety industry. I hold professional engineering registration, NICET Certification in Fire Sprinkler Design, and am a licensed fire protection contractor in 4 states.
I am a member of the Society of Fire Protection Engineers, National Fire Protection Association, and the technical advisory committee for Air Traffic Control Tower life safety to the Federal Aviation Administration. I am a past member of NFPA technical committees, Uniform Building Code technical committees, and have served on code writing bodies for such entities as the City of Los Angeles, City of Reno, Nevada, Gallup, New Mexico and the Federal Government.
I have experience in the design, installation, inspection, and commissioning of fire sprinkler systems, fire alarm systems, gas and chemical suppression systems, fire pumps, city supply systems, commissionsing of fire apparatus for municipalities, and private water systems.
As an expert witness, I have been used on cases involving federal agencies, local jurisdictions, and private industry on such varied subjects as exiting, building fire protection, adequacy of equipment installations, and permit disputes. As a consultant I have helped cities ammend and write codes. The Los Angeles Retrofit High Rise Code, the Gallup, New Mexico fire code, the Reno, Nevada fire and building codes, and the application of fire/life safety measures in Air Traffic Control Towers for the FAA National Office. The installation and inspection of systems in the Southwest Region for the FAA. I have served as the head fire protection engieer for a major telephone company and served on the national technical committee for fire/life safety in telecommunication facilities. I have served as the fire protection engineer for a major city in California.
With over 30 years in practical and theoretical fire protection and over 18 years as an expert witness, I can work with companies in litigation with cities and states in the application of building and fire codes. I have successfully helped contractors win disputes on the application of codes by various city building and fire departments.
For the past several years, I have been the major consultant for the FAA on the application of federal fire/life safety standards in facilities in the Southwest Region (Arkansas, Louisiana, New Mexico, Oklahoma, and Texas) and am currently serving on the technical advisory committee on fire/life safety committee for the national office of FAA.
I am one of the few expert witnesses willing to work for law firms in litigation against municipal and state agencies. I have worked as a consulting engineer, contractor, and building official. This unique experience gives me the perspective of both sides of the "counter" in evaluating a client's claims and proper direction for litigation.
The key issues are Fire Protection, Building Code Litigation, Fire Code Litigation and contracting disputes. As code writer, code enforcer, consulting engineer, and contractor, I have experience in all facets of construction litigation and mediation. I can look at all sides of an issue with experience of "having been there". This allows me to help in framing the strategy most likely to help a client.
