EW #990 is on the Panel of Experts for the Los Angeles Superior Court, Foltz Criminal Justice Center. He is a powerful and persuasive forensic expert who has testified or provided opinions in various cases, from a triple murder case, involving an Uzi automatic firearm, to gang and personal injury cases, to drug-related homicide cases, to the media-publicized Conga Room Nightclub homicide case, to dereliction-of-duty-breach-of-care/personal injury cases, and school safety cases. In his Private Practice he works for Attorneys representing Plaintiffs and Defendants. His over twenty-five years of professional experience on Juveniles and Gangs includes his: Four-year research inside state prisons where his interview case load comprised 103 girls and boys serving time for murder and homicide; public school teacher and administrator background; public school law background; network television and radio guest expert commentaries; and ongoing research and curriculum development in violence education and prevention. He makes his findings available to attorneys, school districts, juvenile court and community schools, and courts of law.

For the Los Angeles County Office of Education, the nation's largest regional education agency, he: served as a Consultant in Public School Law and Child Welfare, providing advice to the 81 school districts (1,770 schools) in the county. He has also worked with the United States Department of Justice as its keynote symposium speaker and Gang and Juvenile Violence expert.

EW #990is the writer of the nationally-acclaimed book, "Jack & Jill, Why They Kill"; co-author of the "Los Angeles County Master Plan on School Safety," and served as an advisor on the California Department of Education-Los Angeles County Office of Education book, the "Classroom Management Guide." For the Los Angeles County Board of Supervisors, he co-wrote the Los Angeles County Anti-Truancy Ordinance, No. 96-0009, a public law, and made public information presentations on it. Heis the author and copyright holder of B.R.A.V.E. ("Be Resilient Avoid Violence Everywhere"), a violence education and prevention curriculum cited by the Philadelphia (PA) Regional Office of the FBI/ATF as a "best practices community model."

Hedesigned the Juvenile Citation Program for issuing citations into court to law-breaking students, on middle school and high school campuses. With law enforcement officers, he trained school staff on the rules of evidence, the writing of incident reports, and case merits. He was asked by the Los Angeles County Sheriff Department and the Los Angeles County Board of Supervisors to advise and edit the Sheriff Department's "Helping Improve Police Practices" manual, a guide for improving student-and-police relations.

A much in-demand commentator for network television and radio, heis also an interview subject for TRIAL magazine, for his article, "In Loco Parentis Litigation: the Hot Stock Du Jour." He coined the term "adolescentcide" to define the international social phenomenon of children killing children.
