He has a diverse background that includes problem-solving expertise and hands-on experience in contracting, engineering, and construction management. During his more than 30-year career, Frank has supervised multimillion-dollar assignments involving buildings, environmental projects, sports complexes, transportation facilities, and utilities.

He is a member of the American Society of Civil Engineers, the National Society of Professional Engineers in Construction, and the Construction Management Association of America. He routinely serves as a mediator for the NYC School Construction Authority, is a member of numerous dispute review boards, and has served as an arbitrator on the National Panel of Construction Arbitrators. As a former adjunct professor of construction engineering at Rutgers University in New Jersey,he has lectured at seminars and professional conferences on the topics of construction management, scheduling, and construction claims.

He earned a Bachelor of Science degree in Civil Engineering from New Jersey Institute of Technology. He is a licensed professional engineer in New Jersey, New York, and the Commonwealth of Pennsylvania.
