• Provided Sandia National Laboratory with preliminary budgets, site-specific safety and health and critical lift plans for 200-ton target lifts.

Prepare estimates, critical lift plans, cost/schedule control and supervise major steel erection and heavy rigging projects for general contractors and facility owners.  Develop and coordinate written safety and health compliance, equipment maintenance and inspection, worker's compensation claims management and employee training programs.

• Developed and implemented project cost and schedule, site-specific safety and health and critical lift plans and provided field supervision for the contractor team at the 150 ton Coal Box Lift in Cheyenne Wells, Colorado.
• Worked in collaboration with 18 Colorado steel erectors and Miller Safety Consulting Inc. to develop the Steel Erector's Safety Association of Colorado and subsequent partnering agreement with the Federal Occupational Safety and Health Administration.
• Supervised a team of 70 mobile crane operators and 120 ironworkers that successfully completed over 950,000 man-hours of steel erection and heavy rigging without a lost time accident.

Assignments and Responsibilities:

Developed the environmental, safety and health program for the $3 billion Dade County Airport expansion project representing Bechtel Construction in a joint venture team. Authored and implemented environmental, safety and health programs for the Dade County Aviation Maintenance Department.

• Developed the "Partnering for Safety in the 1990's and Beyond" program; a cooperative agreement between Dade County Aviation Department, the General Consultant, and participating general contractors. This program realized reductions of 65% in accidents and incidents, 70% in worker's compensation expenditures and 88% in penalties and fines in the first year of implementation.
• Provided continuous surveillance of construction and maintenance activities. Developed recommendations for enhanced regulatory compliance.
• Conducted a feasibility study concerning fall protection for maintenance work on passenger loading bridges and supervised the installation of a temporary to permanent fall protection system.
• Conducted audits and appraisals of all environmental, safety and health programs and developed recommendations for enhanced compliance.

Develop specific programs concerning employee and subcontractor environmental, safety and health training, worker's compensation claims management, vehicle maintenance, explosive transportation and storage, aboveground/underground storage tanks inspection and maintenance, and pressure vessel permitting requirements.

• Ensured compliance with CAL-OSHA, DOT, ATF, U.S. Army Corps of Engineers, Bureau of Reclamation, Water Resource Control Board and EPA regulations, standards and codes.
