A much sought-after consultant, national speaker, writer, and expert on fire and EMS systems designs, standards of care, and practices who pioneered many concepts that are now standard practice in the fire and EMS/medical transportation field.
He currently serves as the Chief of Special Operations for Jefferson County (Missouri) Department of Emergency Services.
He is formerly the Chief Paramedic of the St. Louis Fire Department. He retired in September 2001. His career spanned 25 years with the City of St. Louis, 22 years in various management capacities. During his administration of EMS for the St. Louis Fire Department, the department earned the title of Missouri's "EMS Service of the Year" for 1998 and was nominated several other years.
He has earned a Bachelor's of Arts in Business Administration and a Master's of Science in Business and Management. Additionally, he is a licensed paramedic in the State of Missouri and is a certified Firefighter I & II.
He currently serves as the Vice-Chairman of the EMS Executive Board with the 15,000 member International Association of Fire Chiefs. In this position, he regularly interacts with national EMS and fire organizations to establish national policy. He was also awarded Missouri's "EMS Administrator of the Year" for 1998.
He is also a contributing editor and writes a monthly EMS column, that appears in Firehouse Magazine - which is the largest subscription based professional trade journal in the EMS and fire profession, with some 110,000 subscriptions and an estimated readership of 500,000. Additionally, he writes a monthly management column called the "Manager's Column" for Emergency Medical Service Magazine.
He also sits on the editorial review boards for Emergency Medical Service Magazine and 9-1-1 Magazine. Additionally, He is on the faculty of three colleges; American College of Prehospital Medicine, University of Missouri Fire Rescue Institute, and Forest Park Community College.
He has authored over 300 articles in such magazines as On Scene, Journal of Emergency Medical Services, EMS Magazine, 9-1-1 Magazine, Fire Chief Magazine, Firehouse Magazine, and National Fire and Rescue. Additionally, he has been invited and asked to speak at over 150 conferences or professional seminars nationally and internationally specializing in the EMS and fire profession.
He is devoted to providing expert witness opinions and consultation on EMS / Medical-Legal matters to plaintiff and defense attorneys, risk managementprofessionals, as well as the general public.
